Who is required to register their car in Luxembourg?<\/h2>\n\n\n\n

Anyone living in Luxembourg must register the car they use on public roads in their own name, whether it is new, second-hand or imported. The prospective owner must be listed in the national register of natural persons, have an address in Luxembourg and hold a valid identity document.<\/p>\n\n\n\n

A new resident arriving by car has 6 months<\/strong> after registering his arrival at the local council to to register your vehicle in Luxembourg<\/a>.<\/p>\n\n\n\n

A cross-border worker who buys a car in Luxembourg cannot, as a general rule, register it in the Grand Duchy, as registration requires a Luxembourg address. They therefore register it in their country of residence, in accordance with that country\u2019s regulations.<\/p>\n\n\n\n

The steps involved in vehicle registration, in order<\/h2>\n\n\n\n

The registration process follows a specific sequence, as several documents depend on the previous steps. The insurance certificate, for example, already states the Luxembourg registration number.<\/p>\n\n\n\n

  1. Reserve a registration number<\/strong> on MyGuichet.lu or its mobile app, by following the Guichet.lu\u2019s \u00abVehicle Registration Number\u00bb service<\/a>. You can also reuse a number that is still registered in your name.<\/li>\n\n\n\n
  2. Order the plates<\/strong> at a authorised plate manufacturer in Luxembourg<\/a> as soon as the booking is confirmed.<\/li>\n\n\n\n
  3. Insure the vehicle<\/strong> civil liability insurance with an insurer authorised in Luxembourg. The insurer will issue the certificate as soon as you provide them with the chassis number and the registration number.<\/li>\n\n\n\n

    The invoice must, in particular, state the chassis number, make, model, mileage and price, specifying whether the price is exclusive of VAT or inclusive of VAT. A car without a European Certificate of Conformity \u2013 for example, one imported from a non-EU country \u2013 undergoes a conformity test at the time of registration.<\/p>\n\n\n\n

    How much does it cost to register a vehicle in Luxembourg?<\/h2>\n\n\n\n

    Registration fees start at 50 \u20ac<\/strong> : this is the amount of the \u00abchancellery duty\u00bb revenue stamp, payable for all vehicle registrations. For a second-hand car purchased in Luxembourg with a standard registration number, this stamp is the only administrative charge, excluding number plates, insurance, any roadworthiness test and road tax.<\/p>\n\n\n\n

    If you pay for the road tax by bank transfer, the proof of payment must include your full name, the reason for payment, the registration number and the chassis number.<\/p>\n\n\n\n

    For VAT purposes, a car is considered new if it has travelled fewer than 6,000 km or if it was first registered less than six months ago. A private individual who buys a new car in another EU country therefore pays VAT in Luxembourg, by means of a special declaration (Form 446-L)<\/a>.<\/p>\n\n\n\n

    For a car previously registered in another country within the European Economic Area or in Switzerland, the foreign roadworthiness certificate remains valid. However, Luxembourg law specifies its period of validity. This certificate must originate from the same country as the registration certificate. If it is in a language other than French, German or Luxembourgish, have it translated by a sworn translator.<\/p>\n\n\n\n

    For a new resident, the invoice serves as proof of ownership when the foreign registration certificate does not clearly identify the owner. This is a common occurrence within the European Union.<\/p>\n\n\n\n

    Serial number or personalised number plate?<\/h2>\n\n\n\n

    A number from the current series is free: the SNCA allocates the first available number from the current series. A personalised number costs 200 \u20ac<\/strong> revenue stamp at the time of booking, according to Guichet.lu (April 2026)<\/a>.<\/p>\n\n\n\n

    The MyGuichet.lu assistants allow you to check the availability of a personalised number plate before booking it. This number plate belongs to its holder: you can reuse it on another car for \u20ac24, but you cannot transfer it to another person.<\/p>\n\n\n\n

    Reserving a number does not constitute registration. Only by visiting the SNCA is the vehicle registered, and the allocation of a number does not guarantee that the SNCA will accept the vehicle.<\/p>\n\n\n\n

    After joining the SNCA: tax and obligations<\/h2>\n\n\n\n

    At your appointment at the SNCA, you will be issued with a provisional tax disc valid for 30 days. To continue driving, you must then pay the road vehicle tax, the amount of which is set and notified by the Customs and Excise Authority.<\/p>\n\n\n\n

    A tax bill that has been outstanding for less than 60 days will result in a penalty notice of \u20ac74. After 60 days, the police and customs authorities may impound the vehicle on public roads. The eDelivery feature on MyGuichet.lu allows you to receive your invoice and tax disc online.<\/p>\n\n\n\n

    Registration also entails two practical obligations. You must notify the SNCA of any change of address within one month. If your neighbourhood requires it, your local council will issue a resident parking permit upon presentation of your registration certificate.<\/p>\n\n\n\n

    Can you drive before registering your car in Luxembourg? <\/h3>\n\n\n\n

    Yes, but only for specific journeys: between the place of purchase and the place of registration, or to a garage for repairs, modifications or an inspection. In such cases, you will need red number plates or plates bearing the future registration number, as well as third-party liability insurance. To bring back a car purchased abroad, transporting it on a trailer avoids the need for temporary registration, as a vehicle transported in this way does not require registration.<\/p>\n\n\n\n

    Can you authorise someone else to register your car?<\/h3>\n\n\n\n

    Yes. A third party may submit the application to the SNCA if they provide a written authorisation<\/a> from the registered owner, the owner or the keeper of the vehicle, as well as a copy of the prospective registered owner\u2019s identity document. All documents must state the name of the owner, not that of the authorised representative. Garages and businesses authorised to trade in vehicles may also carry out this procedure on behalf of their customers.<\/p>\n\n\n\n

    What happens if the car purchase invoice cannot be found?<\/h3>\n\n\n\n

    If there is no invoice, or if the SNCA cannot unequivocally identify the new owner, it may register you as the holder of the registration certificate, but not as the owner. The certificate will then bear the notation C.4c, which indicates that the certificate does not identify the holder as the owner of the vehicle; no owner is listed on it. To avoid this situation, keep a sales invoice or a sales contract signed by both parties, stating the chassis number and mileage.<\/p>\n\n\n\n

    Does an international student have to register their car in Luxembourg?<\/h3>\n\n\n\n

    No. The Luxembourg Highway Code does not require a foreign student who has come to study in Luxembourg to register their vehicle there. However, the general rule applies to anyone taking up permanent residence in Luxembourg. Such a person must register their vehicle within six months of registering their arrival with the population office in their municipality.<\/p>\n\n\n\n

    Do you need to register a company car that is registered abroad in Luxembourg?<\/h3>\n\n\n\n

    Not necessarily. A resident is not required to register in Luxembourg a company car provided by a company whose registered office is in another country within the European Economic Area, provided two conditions are met.
