Depending on the package, the hire charge includes insurance, maintenance and tyres. At the end of the contract, you return the car or, depending on the terms of the contract, you buy it.

Private leasing is gaining ground in Luxembourg: 8,088 cars were registered there under operating leases for private individuals in 2024, compared with 6,841 in 2023, according to registration figures published by the Lëtzebuerger Journal.

How does car leasing work in Luxembourg?

A car lease is a form of long-term hire: the leasing company purchases the vehicle and retains ownership of it, whilst you use it in return for a fixed monthly payment. The contract sets out the term, the annual mileage and the services included at the time of signing.

In Luxembourg, specialist leasing companies, manufacturers and car dealers offer these contracts, as do banks affiliated with a leasing company. The contracts often run for between 2 and 5 years, with an annual mileage generally ranging from 10,000 to 25,000 km, depending on the ACL’s guide to leasing (January 2026).

The amount of the lease payment depends mainly on the model chosen, the length of the contract and the expected mileage. It also takes into account the value at which the leasing company expects to resell the car at the end of the contract.

Before signing the contract, the bank or leasing company will assess your financial capacity, just as they would for a loan. You will often be required to provide proof of income and details of your personal circumstances.

Operating lease or finance lease: two different approaches

Operating lease is an «all-inclusive» lease: the monthly payment covers the use of the vehicle and, depending on the contract, insurance, maintenance, tyres and breakdown cover. At the end of the contract, you return the car, and the leasing company assumes the risk associated with its resale value.

Most private leasing deals aimed at individuals in Luxembourg are operating leases. In adverts, this type of lease is often referred to as a long-term lease.

Finance leasing, often referred to as a hire purchase agreement (HPA), primarily finances the vehicle. The monthly payments cover the depreciation of the vehicle and the finance costs, but rarely include servicing costs. At the end of the contract, you can purchase the car by paying its residual value, which is known at the time of signing.

Some advertisements combine the two approaches under names such as «semi-operational leasing»: they include some of the services and specify a purchase option value. The name of the scheme is therefore less important than what the contract actually stipulates.

Leasing, car finance or buying outright: a comparison

The main difference between these options lies in who owns the vehicle: with a lease, the car belongs to the leasing company, whereas with a car loan or a cash purchase, it belongs to you from the moment of purchase.

Criterion

Operating lease

Finance lease (LOA)

Car loan

Cash purchase

Vehicle owner

The leasing company

The leasing company, until the vehicle is eventually purchased

You

You

Breakdown of the monthly payment

Use of the vehicle and services covered by the contract: insurance, servicing, tyres, tax, breakdown assistance

Financing for the vehicle, rarely for the services

Repayment of principal and interest

No monthly repayments

Costs to be borne by you

Fuel or top-ups, fines, parking, tolls

Insurance, servicing, tyres, tax and running costs

Insurance, servicing, tyres, tax and running costs

Insurance, servicing, tyres, tax and running costs

Mileage

Fixed fee as stated in the contract; any excess will be charged

As per the contract, often without a fixed fee

Free

Free

End of contract

Return; buy-back only if the lessor agrees

Purchase at residual value or return

Loan paid off, car free of any outstanding payments

No outstanding contracts

Resale value

Risk borne by the leasing company

For you, if you choose this option

For you

For you

Flexibility

Duration or mileage may vary depending on the contract; early termination is subject to a charge

Early departure (subject to a charge)

Resale possible at any time; outstanding balance to be settled

Total

These are the most common features; the exact terms always depend on the contract signed.

What exactly does a monthly leasing payment include?

The monthly payment for an operating lease generally covers the cost of the vehicle, registration, road tax, MOT, insurance, servicing, tyres and breakdown cover. You are responsible for the cost of fuel or charging, fines, parking and tolls, as set out in the fact sheets published by banks which offer private leasing.

However, the term «all-inclusive» warrants careful scrutiny. The ACL advises checking whether summer and winter tyres are actually included, what the insurance covers – for example, driver cover or theft of personal belongings – and the amount of the excess. A banking information sheet consulted in October 2026 mentions a standard excess of 2 % of the vehicle’s value.

The initial cost is not always included in the advertised monthly payment. According to the ACL, the lettings agency may ask for a deposit, which is often between between €2,000 and €5,000, as well as 2 to 3 months’ rent as a security deposit, which is refundable at the end of the tenancy (figures as at January 2026). Other offers make the deposit optional: in such cases, any deposit paid reduces the amount of the monthly rent.

To compare two offers, add together the deposit, the total rent and the non-rental charges over the entire term of the contract. This total cost gives a clearer picture than the monthly payment alone.

End of contract: return, mileage and buy-back

At the end of an operating lease, you return the vehicle and the leasing company carries out an inspection. The lessor may then charge you for scratches, damaged wheel rims or stained seats, as they must restore the car to good condition before re-leasing or reselling it.

The ACL recommends asking whether the car hire company uses an assessment scale, such as the Renta standard, which defines what constitutes acceptable damage: for example, scratches less than 8.5 cm long or dents less than 25 mm in diameter without any damage to the paintwork. Some deals also include partial cover for repair costs.

The hire company charges for every kilometre travelled in excess of the flat-rate allowance. The ACL cites the example of a rate of €0.20 per kilometre, i.e. €200 for every 1,000 km over the limit. Some car hire companies refund kilometres not travelled, but only if this is specified in the contract.

When choosing your package, base your decision on your actual journeys: commuting to work, trips within the Greater Region, and holiday trips. Many contracts allow you to adjust the mileage allowance part-way through the contract, with the monthly payment recalculated accordingly.

The option to purchase depends on the type of contract. A finance lease includes a purchase option, the price of which is set in the contract at the time of signing. An operating lease does not, in principle, include such an option, but the ACL notes that, in practice, many lessors agree to make a purchase offer on request.

Can you terminate a lease before the end of the contract?

Yes, you can usually terminate a lease before it expires, but early termination comes at a cost, the calculation of which is set out in the contract. Some deals only allow termination after a minimum period, for example 12 months, and then recalculate the total lease payments based on the actual duration and the kilometres travelled.

The way in which mileage is calculated can significantly affect the final bill. The ACL gives the example of a 24-month contract with a 10,000 km annual allowance, returned two months early with 21,000 km on the odometer. If the leasing company prorates the flat-rate charge over 22 months, the limit drops to 18,333 km: the excess distance charged then rises from 1,000 to 2,667 km.

These clauses are specific to each contract and do not constitute a general rule. Before signing, ask for the early termination schedule or a written estimate of the cost of early termination.

Is leasing better value than buying?

Leasing is not necessarily more advantageous than buying in absolute terms: it becomes a good option when your usage patterns match the terms of the contract. This is the case if your mileage is predictable, if you change cars regularly, and if you prefer a fixed monthly budget.

Buying a car, whether in cash or on credit, remains the better option if you keep your car for a long time, if your annual mileage varies significantly from year to year, or if you want to be able to sell it freely.

Leasing is common for electric cars. In a survey by the House of Automobile cited by the ACL, 44.4 % of respondents driving 100 % electric cars had acquired them through a private lease. With an operating lease, the leasing company assumes the risk associated with the vehicle’s future value, regardless of its powertrain.

For further details, see also our guide "Leasing or buying a car in Luxembourg: which option is best for you?"

Read our article

Things to check before signing a lease

A lease agreement ties up your budget for several years. Before signing, make sure you check at least the following:

the exact details of what is included in the hire charge: insurance, maintenance, summer and winter tyres, tax, MOT and breakdown cover; ;

the insurance cover and the excess amount; ;

the deposit requested and any security deposit; ;

whether the rent is shown inclusive of VAT or exclusive of VAT; ;

the mileage allowance, the charge per additional kilometre and any reimbursement for kilometres not travelled; ;

the option to change the duration or mileage during the term of the contract; ;

the cost of early termination and how the mileage is calculated in such cases; ;

the assessment criteria applied to the reimbursement and coverage of repair costs; ;

the existence of a call option, its price and its terms; ;

the guarantees required by the bank or the leasing company, such as a salary-backed assignment.

Compare lease cars on Luxauto

Luxauto brings together listings for cars available on lease in Luxembourg, in long-term leasing such as leasing with an option to buy. Filters by make, model, budget, mileage, engine type and location help you compare offers based on your target monthly payment. On 19 October 2026, Luxauto’s leasing section featured 10,557 car listings.

Leasing with an Option to Purchase

Long-Term Leasing

Frequently asked questions about car leasing

Do you have to be a resident of Luxembourg to take out a private lease?

Yes, leasing companies restrict their private leasing offers to people resident in the Grand Duchy. This is because the leasing company registers the vehicle in Luxembourg, which explains this residence requirement. Bank offers also require you to be of legal age and to hold a valid driving licence. The situation for cross-border workers is subject to different rules, which are not covered in this guide. If you move abroad during the term of the contract, check the clauses covering this situation.

Who pays the fines when you’re leasing a car?

The ACL points out that the driver is liable for fines and remains responsible for traffic offences, even if the car belongs to the leasing company. Fines are not included in the costs covered by the lease payment, in the same way as fuel, charging, parking or tolls. However, the monthly payment for an all-inclusive private lease generally includes road tax and registration.

Is it possible to lease a second-hand car in Luxembourg?

It is possible, but the choice is still more limited than for new cars. Most private leasing deals are for new or very recent cars: for example, one bank’s scheme accepts vehicles less than 6 months old and with fewer than 6,000 km on the clock. Some leasing adverts also cover recent used cars, and in autumn 2026 a leasing company launched an operational leasing scheme specifically for used cars. You should therefore compare the age, mileage and condition of the vehicle, as well as the lease payment terms.

Do electric car subsidies apply to leasing arrangements?

The government scheme for electric vehicle subsidies, the Klimabonus Mobilitéit, may also apply to a leased vehicle, subject to the conditions in force at the time the contract is signed. In this case, some leasing companies include the subsidy in the calculation of the monthly lease payment. The amounts, eligibility criteria and minimum ownership period are subject to change: check the applicable scheme on guichet.lu before signing, and ask the leasing company how it takes the subsidy into account in its offer.

What happens in the event of an accident or the theft of a leased car?

In the event of an accident or theft, the insurance provided for in the lease agreement comes into effect, and the excess is generally payable by the driver. All-inclusive packages often include claims handling, breakdown assistance and, depending on the contract, a replacement vehicle whilst the vehicle is off the road. In the event of theft or total loss, the terms governing the termination of the contract vary from one leasing company to another: check the terms and conditions to see whether any lease payments or charges remain due.

Un leasing voiture au Luxembourg est un contrat de location longue durée : vous payez un loyer mensuel pour utiliser un véhicule pendant une durée et un kilométrage fixés à l'avance, sans en être propriétaire.
